The Uganda Internet Governance Forum (UIGF) is a platform for different industry players to deliberate on internet governance concerns in the country and how these can be improved for the betterment of internet development in Uganda. The forum enables participants learn, build consensus about the Internet Governance issues relevant to Uganda and discuss the digital future of Uganda, while acting in accordance with the main principles of the global Internet Governance Forum (IGF).
First held in 2006, the UIGF is a multistakeholder platform for deliberation on digital policy issues in the country. Debates at this annual forum focus on understanding current global, regional, and national trends on the internet governance agenda
Those who participate in the forum and its related meetings, either in person or remotely, are expected to always behave professionally and respectfully. Any form of harassment, intimidation offensive behaviour will not be tolerated. Participants thus agree to:
- Treat others with politeness and respect.
- Treat all members of the IGF community equally, irrespective of nationality, gender, racial or ethnic origin, religion or beliefs, disability, age, or sexual orientation; all stakeholders of the IGF community should treat each other with civility, both face to face and online.
- Focus discussion or remarks on issues rather than on particular actors, whether they be individuals, groups, organizations or governments, and refrain from ad hominem attacks. Personal attacks or otherwise defamatory or discriminatory comments will not be tolerated.
- Act in a reasonable, objective and informed manner when participating in and/or using any IGF discussion platform.
- Listen and respect the views of all stakeholders. The UIGF is a multistakeholder environment and those who take part in UIGF meetings and inter-sessional activities should acknowledge the importance of all stakeholders and seek to understand their points of view. If you disagree with somebody, please state your opinion calmly and politely.
- Facilitate transparency and openness when participating in Internet governance-related policy discussions.
- Respect the agenda: Please keep your remarks on-topic for the relevant part of the meeting.
- Act fairly and in good faith with other participants in IGF processes.
- Promote ethical and responsible behavior. Ethics and integrity are essential, and the IGF expects all stakeholders to behave in a responsible and principled way.
- Respect the timekeeping: Please keep your remarks reasonably short, and if the session leader closes the microphones before you have had chance to speak, then please return to your seat.
- Respect language differences, translators, and remote participants: Please speak slowly and clearly, and please use the microphones.
- Always act in the best interests of the UIGF community. Violation of any of the above xx may lead you to being asked to leave the meeting or to be banned from attending future UIGF gatherings.
Participants are encouraged to report any violations of this code of conduct by contacting info@uigf.ug and info@isoc.ug. Reports will be treat with confidentiality. Organisers will take all the necessary steps to ensure participant safety.
Enforcement of Code of Conduct Responsibilty to enforce the code of conduct lies with the President of the Internet Society Uganda Chapter or staff designated by the President.
