Currently serving as the Head of Legal and Programs at Unwanted Witness, he has orchestrated impactful advocacy initiatives, conducted extensive research interventions, facilitated comprehensive capacity-building workshops, and strategically pursued litigation aimed at the realization of fundamental human rights and the advancement of good governance. Through his multifaceted expertise, Sempala contributes significantly to the discourse on safeguarding digital liberties and ensuring ethical technological progression.
With more than 20 years of experience in the areas of data protection, online and consumer privacy, information governance and information security globally, my emphasis has been primarily on the US, the EU and Latin America. I have handled legal compliance and public policy projects, government affairs and public advocacy missions, and offered technical assistance, research, training and capacity-building services for international organizations, governments, private companies, NGOs and trade associations.
I am currently working as an independent privacy attorney and consultant. In this role, I mostly advise corporate clients, as an outside counsel or in-house data protection officer, on multi-jurisdictional legal compliance projects that trigger all US, EU and Latin American data privacy legal frameworks, and help implement global data protection compliance programs and complex cross-border projects involving multiple stakeholders and jurisdictions.
I worked as an attorney with several law firms for many years, first in the United States, then Belgium and Mexico, where I also spearheaded my own law firm.
